Of the 3 WW2 recipients, Noor Inayat-Khan had no children. So it isn't her.

Violette Reine Elizabeth Szabo is English, married a Hungarian and had 1 child. It isn't her as Penny is of Jewish, Irish and Maltese descent.

Odette Marie Céline Sansom was born in France and married various Englishman. So it isn't her.

This is from very rudimentary researching, but I conclude that Laurie is lying about her grandmother being awarded a George Cross.

If someone else could try to research this and possibly verify whether I am right, it could be good ammo to use against Penny.

I also researched since my original post and found no evidence of her grandmother being one of the listed women.

Maybe someone else could also confirm with us
