I wouldn't say there's a set time before you ask for the number, so much as there's a set vibe. It depends on how much attraction/interest there is, and this depends on the girl.
1. If the attraction is there, go for a SNL rather than a number close.
2. If SNL unlikely, then build attraction as much as possible. Wait until the conversation is starting to run out of juice, and then place a time constraint ("I have to get back to my friends" etc.) and get her number. The goal is to get a solid number that will lead to a date, but also not to hang around too long and lower your value.

3. If she leaves the convo before you do, as this girl did, I would still grab her number, regardless of rapport built, and regardless of how un-solid a number you know it is. If you do the math, it's 0% probability of talking to this girl again vs. >0% probability. Plus it's practice at getting numbers. (The closer needs to become as much of a reflex as the opener.) The exception is if you know she is a regular and you will see her again next week. In that case you can appear non-desperate by avoiding asking for her number too soon.
