I don't know the answer to your question, but why aren't you running the forum on "no logo" format?

I fixed the problem. The logo should display now if you force reload.

The site was never responsive. Click "mobile" view in the bottom if you're viewing on phones/tablets.

Didn't know that option was there, but I like seeing the logo. I'm just weird.
