Well if she's a trainee the fault lies with her supervisor. That's the point, the supervisor is there to catch and correct mistakes and either sign off on the trainee, or say the trainee can't hack it. It's not like she was disarming a bomb and cut the wrong wire; any mistake she made would've left plenty of time for the trainer to correct it if he was competent.

We can only guess why he didn't correct her, but I've observed that some men are afraid to correct or admonish hot girls they're supposed to be training, for various reasons. Worries about their precious feelings, wanting to curry favor by buttering them up, etc.

If the article's account of what happened--the vehicle was not authorized on the runway and visibility was too low to see him--it's in no way the controller's fault.

Not sure how ATC works in Russia but under FAA rules, if everything was done according to the FAAO 7110.65 the controller is 100% clean.

Air traffic controllers are over 99% male worldwide. There is a good reason for it, since the work is highly demanding (though made easier now with modern technology).

Of course we don't know the whole story, but somehow based a bit on her looks the likelihood is high, that she got the job through other means than competence. This is not unusual in Russia, but doing it for air traffic control is rather risky. I guess men will be doing a lot for pussy and women even more for a highly paid job.

Check out the data on air traffic controllers - most states have zero women working there.
