I hope the Guatemalan President remembers the CIA's "Dark Alliance" with Nicaraguan Contras.

Who the hell is the U.S. to comment on other countries' drug policies, anyways? Nixon declared the "War on Drugs" here more than forty years ago. It's cost billions and billions of dollars, drug usage rates have flat-lined or even increased, and it has led to the highest rate of incarceration in the world, both proportionately and in absolute terms.
