I've seen him around on different forums. This person is clinically insane. It is really just the one guy all over the internet. He's about 20, lives in Georgia and stated he was a virgin a few months ago. Being faced with all his recent activity it's not hard to predict that that hasn't changed. He either posts about having no success and complaining or pretends to be a player, like on his blog, http://irt.wordpress.com/

In any case, he will not cease posting. The more attention he gets the more frenzied he becomes in his activity. You need to ignore him, and mods need to just quietly shut down all his threads and ip ban.
