My count: 59.
People who I should have recognized but somehow didn't: Roosevelt, Eisenhower, Prince Charles, Margaret Thatcher, Charles de Gaulle, Aaron Sharon, Arafat, Kofi Anan.
Mussolini, Dali, Lu Xun, Gorbachev had a bad angle.
Steven Spielberg: too dark, and not his most famous face.
Maxim Gorki: not his most famous face.
Rousseau doesn't look very much like Rousseau. Just generic 17th century dude.
Da Vinci and Michelangelo look like they belong to a much older era.
Bill Gates looks too buff. More like Clark Kent.
This painting was made by a Chinese, so there are a lot of obscure Chinese (only famous in China) in there. Also, lot of obscure painters (especially the Chinese ones) known mostly by other painters such as the author (thankfully I knew all the Chinese politicians). Guys like Washington, Jefferson, Franklin, Lincoln, etc. didn't make the list while some obscure Chinese like Run Run Shaw did.
-The old Greek said to be Homer/Socrates is probably Plato, because Socrates didn't write, had big nose.
-The dude sitting next to Freud is probably the famous psychologist B. F. Skinner, and not some random Olympic committee president.
-Number 91, said to be" Yi Sun-Sin, Korean Naval Commander" is clearly Chinese (wearing chinese armor). Probably Yue Fei, a famous Chinese general.
