If you're at a $300/day budget you can still get a car. You just have to be hyper aware of how parking and the speed cams catching you which will cost you money. I'd recommend getting GPS so you know where the side streets are to park. I think that's what some of the people here mean by liability. Public transportation can be used but I will warn you there's stoppages at night and there's hood trash. If you do go the public transportation route just be aware of your surroundings. Last thing you want to be is to be featured on World Star Hip Hop for getting mugged and sitting in a paddy wagon filling out a police report.
Chicago is known for food and summertime fun. $300/day will stretch far as opposed to SoCal. I remember when I visited LA months ago and everything is marked up from food to entertainment. As opposed to Chicago the neighborhoods in LA is spread out. LA is beautiful but I wouldn't want to live there.
