Mexicans on average are about
half-Amerindian (with ample variation), and Amerindians are stockier (shorter limbs, higher sitting height to standing height ratio--the most notable example would be the Eskimos) than Europeans or Africans--a primitive retention between the common ancestors of Amerindians and East/Southeast Asians.
However, East Asians in Western nations don't appear as sensitive/vulnerable to modern diets, which are very carbohydrate heavy. My hypothesis, which is by no means original, is that East Asians, particularly the Chinese, have faced selection pressures in historic times for carbohydrate-processing efficiency.
Thus, Mexicans (and all Amerindian-heavy populations) may face the double-whammy of stocky figures, plus the lack of ability to handle a carb-heavy diet well ("well" in the aesthetic sense, at least) like East Asians do.

Well me being Mexican myself I think the reason why is the diet. Mexicans on average eat like 10 tortillas a day with every single meal. The typical breakfast in Mexico is a plate of fried eggs and re-fried beans, hence all the oil. Also there is no culture of working out down there or going to the gym. I remember I was jogging in a street in Mexico and some guys down there were making fun of me saying "Slow down dude, no one is chasing you".
Many people are also on the go and buy cheap things on the street from greasy tacos to sugary drinks. Literally all food is fried, EVERTHING!!! But its so fucking good.
Go to a Mexican restaurant and you will never find anything healthy.

I moved to Chihuahua, Mexico just over a week ago and while there are probably more thick people, who would be considered a little overweight, I don't see tons of people give me that thought "I hope I don't have to sit next to him/her on my next flight", like I do in the US

Ancient corn was good for you. Those tortillas used to be healthy staples and were not different then a Asian family living off rice or a east African off Injera.

If you have relatives here from Mexico whom you stay with - their mentality is stuff yourself until you can't eat. That's not necessarily a bad thing BUT IT IS when you don't step foot in a gym or exercise. My Mexican aunts over the years have gained a lot of weight due to this. When I was a child I remember them being average and now you can see their bellies bulging. Not to mention the diets that they have here consisting of all the fatty foods.
Literally, I have eaten meat/tortillas/something made in grease EVERYDAY since I've been here. The only good part is that I've been hitting the gym everyday besides the weekends.
Like MidWest said, you MAY get made fun of for jogging/running on the street as the culture here isn't too big on working out but at least you won't be the one paying for it later when you get diagnosed with a disease/cancer.

Most of it is mentality and culture, but the biggest contributing factor is the easy access to large amounts of unhealthy foods. Anyone with a simple understanding of how weight gain works knows it's all about the amount of caloric intake vs. the calories you burn. Instead of instituting real change by putting restrictions on fast food or educating the masses on how to manage their weight, big government goes and claims it's a "disease" and colludes with big pharma to profit. Now, I know some very smart people in government working to fight obesity so don't get me wrong, I just think as a whole we're not doing the "right" thing. Lacking our infrastructure, Mexico is doomed to balloon even more before it is forced to deflate its people.

I live in Mexico and stay my correct weight by eating the right things. I eat a lot of fresh fish since I am next to the ocean. There are also plenty of low calorie soups. The key is to stay away from the tortillas and any other bread products. You also have to watch the salt content in Mexico. One glass of Clamato has more salt then the daily recommended minimum. Mexicans are chubby but I still haven't seen any grossly obese people like I have seen in the United States.
