The current immigration system sucks. Instead of mass illegals being ignored, there should be a wide-scale work-visa program for immigrants to come and be regulated with.
There is. It is just most unskilled immigrants do not use it.

They do not.

They are not. Citizenship requires five year residency while being permanent resident (there are different rules for spouses, kids and some refugees though). Until you get your permanent residency, it doesn't matter how long you stayed.

Work-visas would need to be renewed yearly.
They are issued up to three years and can be renewed once (i.e. up to 6 years total, then back). It takes up to six months to renew it.

Any criminal acts committed with a work-visa means automatic deportation.
Most criminal acts already do, but not all. Smoking weed or peeing on a street, for example, doesn't result in deportation. Note that "automatic deportation" is not possible unless you change the Constitution, there is such a thing as due process which you should be familiar with.
I also see that you're not addressing anchor babies at all, and it is much larger problem than just illegal workers. At least workers contribute.
