Phase 1: Infiltrating, PR-work to appear a peaceful enlightening movement - Hijab is empowering and optional (secular Muslim countries are always aware of this and do their utmost to keep their country perpetually in this stage at least - never allowing it to move forward)
Phase 2: Higher Muslim numbers, women with Hijab in some areas are frowned upon, choice is becoming a mandate
Phase 3: Muslim majority, violent Hijab enforcement, women are empowered from above or stoned, lashed or killed for violations - enjoy your empowerment
