I'd suggest a car if you're coming during the winter months, stretching from the beginning of November through mid-to-late March.
A car isn't required if you're only staying a few days, especially when the new lightrail is completed in June. You can navigate between downtown, the university and the mall with (supposed) ease.
I couldn't speak to where Latin guys might want to go. Maybe one of the other guys from around here could.
