'Number of men and guns is what counts' is a common misunderstanding when it comes to warfare, and one we keep paying for even today.
They don't need more tanks or soldiers. All they need is to install a Genghis Kahn type at the head of the army.
Regarding drug gangs, it is not like there is a fixed quantity of drug gangs, and if you just wipe out that fixed number, the drug war ends.
The gangs are merely 'corporations'. So long as the demand for drugs remains the same, and the supply is restricted by force, there will be a constant flow of bodies into new gangs to clear the market.
