Sluttiest girls? I'd say Lazer in Old San Juan or El Ocho de Blanco in Rio Piedras. However, competition tends to be stiff (and ratios not the best) 'cause the local guys recognize that they're the sluttiest, too.
For the best odds I say stick with Shannan's or La Placita. Shannan's is mostly early 20s. La Placita is pretty diverse, with older and younger crowds depending on the particular bar within the area. It also has an interesting mix of slightly upscale places and regular or divey places, so there's something for everyone.
