When you've had a mediocrity like Bush II for president, you can't seriously argue you're in a true meritocracy.
That's true but the elite <1% are in their own category and always will be. There's just no getting past that and it's impossible to legislate out nepotism of these people under any system. That's why Alexander Hamilton talked at length about the long shadow cast over politics by old money and business interests.
The only thing you can do as a society is mitigate the slippery slope of race quotas and other arbitrary liberal criteria from further destroying the vast majority of the population.
What you are proposing is throwing out the baby with the bathwater and exacerbating the problem with handouts.
