Teachers are getting pressure from parents, administrators, and society as a whole to raise kids and do the parents' job for them. They're no longer educators but substitute parents. There is zero support and reinforcement coming from home.
If a child comes from an unstable or otherwise broken home, there is literally zero reason for them to be in the education system and they bring the whole thing down. It's essentially a daycare center at that point. Educators are only there to present information; it's up to the parents to reinforce the process.
And this is why universal education does not work.
Education happens at HOME, school is just icing on the cake.
