What's your personality style? And are you showing them how much you want them early on? Younger girls respond a bit differently from older girls. Older girls tend to respond a bit better to directness, whereas younger girls like to play games. If you can play their games better than they can play them, then you're gonna find you're going to get better responses from the younger girls.
