Barro Preto is much closer to the city centre. It is not a residencial neighborhood, lots of commerce around. Depending on where you stay in Barro Preto it can get a bit dodgy at night. I wouldnt walk around barro preto at night.
Santa Tereza is a big neighborhood, so the logistics depends on where you are staying there. It is a bit out of hand (it means taxi will be a bit more expensive). In Santa Tereza there´s a 24 hour restaurant called Bolão (you can eat rice, bens and meat at 4 a.m.) nice prices and excellent food. Also, there´s a club called Deputamadre (not actually in S.T, but real close). It gets going almost everyday, but the best night is tuesday. Santa Tereza also has a nighspot called Paco Pigalli, big nightclub, usually has a good amount of girls and it is cheap.
If I were you, I woulb invest a little more money on lodging. Tehere are some hotels near Praça da Liberdade (square) and all over Savassi. Check out: Ibis, Mercure (there are 3 in BH) or Formule One.
