I actually like nice calves on a woman, which wearing heels will give her. A skinny lower leg is a turn-off for me. Again, if she's built everywhere else, it's not a deal breaker, but I like a nice, shapely leg.
I think some men get implants because they ARE putting in the work to build them, but that particular muscle simply won't grow. There are definitely those guys that aren't proportionate because they only really work upper body, but there are some guys that try and simply can't get results naturally. When you're really built up top, the thin lower leg probably stands out more, whereas if your build is more lean it simply looks proportionate to the rest of you.
