Sure you can but, if the girl is Turkish, keep it verbal and discreet. If I never flirted when I was there I would not have got my Turkish flag.
Any public display of affection - touching, kissing - will make them uncomfortable. Even holding hands is frowned on in a city as large and as western as you can possibly get (Istanbul) unless the couple is married.
